NOTE! The sources being used are propaganda videos by the KNA/KNO. In the videos, all partaking are active cadres as this is an insurgent site.
Intro/Background
The Suspension of Operations (SoO) agreement was signed between various militant groups, the government of Manipur and the central Indian government in 2008. Under this agreement, insurgents are designated camps, given stipends and allowed to stay in these camps if they follow the "ground rules": (The original deal is not publicly available; this is paraphrased and only the relevant sections are included) - Insurgents must lock away their firearms in an armory onsite, locked by the government - Insurgents cannot wear uniform/group insignia - The government can shift the location of these camps at any time and can inspect them
This report covers violations of this agreement.
Case 1: Camp Salem
Source
https://youtu.be/mWDWWJFcd4Y - A video by "Kuki T Minlen" showing a tour of the site. NOTE! This video is filmed on 22 January 2025. While this precedes the updated ground rules of the SoO agreement, the prohibition on firearm brandishing has been a feature of the agreement since its inception in 2008.
Geolocation and proof
At timestamp 7:07 in the video, several buildings are annotated.
The annotated buildings appear in satellite imagery.
At timestamp 9:01, numerous weapons including rifles of the AK-47 design are seen. This is in direct violation of the ground rules, where firearms must be locked away in an armory.
Camp Sinai
Video 1: Cadre marching

In a propaganda video cadres are seen marching around their premises, armed with rifles. The video was published on 17 December 2023.
Proof/Geolocation
The Sinai Camp is located near Yangnomphai Village in Senapati, Manipur.

A tin-roofed structure and a watchtower are sen, annotated in black. The same structures appear in Google Maps imagery.
Video 2: Use of LMG in propaganda video
In another propaganda video a Light Machine Gun (LMG) is seen being fired, another violation of the SoO agreement. Any firearm, let alone a machine gun is prohibited. This video was published in 2025.
A red ribbon is seen, mentioned in our previous post.
Conclusion
Given the number of settings in which violations of the SoO agreement are seen across numerous months and camps imply a widespread looting of armories as a policy, not just a sporadic incident. Notably, media reports indicate that various ammunition is unaccounted for, along with the presence of 17 unregistered cadres at Camp Sinai.
